In early 1960s Baltimore, during the Cold War era, lonely and mute janitor Elisa (Sally Hawkins) discovers a mysterious amphibious creature being held captive in the high-security laboratory where she works. Captivated by its beauty, she begins to communicate with it using sign language and develops an emotional bond. Meanwhile, the lab's cold-hearted scientist, Strickland (Michael Shannon), sees the creature as a potential weapon against Russia and subjects it to brutal experiments. When Elisa learns that the creature is due to be dissected after the arrival of an important government official, she teams up with her colleague Zelda (Octavia Spencer) and her artist neighbor Giles (Richard Jenkins) to free it.
